After Selecting New CDS & Navy Chief, Centre Preparing For Major Security Appointments

The Narendra Modi government is set to take a series of crucial defence and security-related decisions over the next few months, with appointments due for several of India’s top military, intelligence and investigative positions.

From the next Army Chief and Intelligence Bureau director to the heads of the CBI and Enforcement Directorate, the upcoming selections are expected to shape India’s national security and internal security framework for years.

New CDS Finalised, Navy Chief Selected

The government has already finalised the appointment of N. S. Raja Subramani as the next Chief of Defence Staff (CDS). He will take over from Anil Chauhan after the latter’s tenure ends this month.

Raja Subramani, known for his operational and strategic experience, has served in key military roles across both the western and China fronts. He is currently serving as Military Advisor in the National Security Council Secretariat headed by National Security Advisor Ajit Doval.

With his elevation as CDS, the government will also need to appoint a new Military Advisor to the NSCS. Sources indicate that a recently retired Army Commander is likely to be considered for the role.

The Centre has also selected Krishna Swaminathan as the next Navy Chief. He will succeed Dinesh Kumar Tripathi later this month.

CBI Director Appointment Next Big Decision

One of the immediate priorities for the government is the appointment of the next CBI director.

Current CBI chief Praveen Sood completes his tenure on May 24. Although there is speculation that he could receive another extension, the final decision will be taken by a high-powered committee comprising Prime Minister Narendra Modi, Chief Justice of India Surya Kant and Leader of Opposition Rahul Gandhi.

Two senior IPS officers are currently seen as strong contenders for the post:

• Shatrujeet Kapur
• Gyanendra Pratap Singh

Kapur previously served in the CBI and also handled anti-corruption operations in Haryana. Singh, meanwhile, has extensive experience in the National Investigation Agency, Special Protection Group and counter-terrorism operations.

Government To Soon Pick New Army Chief

Another major appointment is expected next month when Army Chief Upendra Dwivedi retires at the end of June.

By seniority, Vice Chief Dhiraj Seth is currently considered the front runner for the top military position. An Armoured Corps officer, Seth previously served as Southern Army Commander before becoming Vice Chief earlier this year.

At the same time, South Western Army Commander Manjinder Singh is also scheduled to retire, meaning another major military appointment will soon follow.

New IB Chief Likely Next Month

One of the most significant appointments expected soon is that of the next Intelligence Bureau director.

Current IB chief Tapan Deka completes his second extension next month. Although he remains eligible for another extension, there are indications that the government may shift him to another strategic role instead.

Tapan Deka is currently among the longest-serving Intelligence Bureau chiefs in India after former IB director Bhola Nath Mullik.

Three senior IPS officers from the 1993 batch are reportedly leading the race for the top intelligence position:

• Mahesh Dixit
• Rithwik Rudra
• Arvind Kumar

All three are career Intelligence Bureau officers with decades of experience in internal security and intelligence operations.

ED Chief Appointment Also Due

The government will also need to decide on the future of the Enforcement Directorate later this year.

Current ED director Rahul Navin took charge as acting chief in 2023 before being appointed full-time director in 2024.

If he is not granted an extension, Rahul Navin is expected to return to his parent Income Tax cadre.

Several Key Security Posts Up For Decision

With appointments due across the military, intelligence and investigative agencies, the next few months are expected to be crucial for India’s national security establishment.

The officers selected for these roles will shape India’s defence strategy, intelligence operations, anti-terror framework and major investigations at a time of growing geopolitical and internal security challenges.
